  • Responsibilities

    Reporting to the COO, the Director of Contracts will plan, direct, and coordinate the development and operations of public and/or private sector janitorial, grounds keeping, building maintenance and other contracts.


    Essential Functions

    • Collaborates with the leadership team regarding the identification, strategy, cultivation, and solicitation of prospective businesses to create a development plan that increases contracts and services revenues
    • Drafts realistic revenue forecasts, in-depth analytical reports and measures progress on revenue goals
    • Establishes and implements departmental policies, goals, objectives, and procedures, conferring with board members, organization officials, and staff members as necessary
    • Directs and coordinates the division's operational, financial and budget activities
    • Determines services to be sold based on forecasts of customer demand, researches and prepares contract bid responses and sets prices and terms
    • Utilizes analytical tools and cost accounting techniques to determine feasibility of new project opportunities. Draft recommendations and business models regarding new project opportunities for review by Chief Operating Officer (COO)
    • Review financial statements, sales and activity reports, and other performance data to measure productivity and goal achievement and to determine areas needing cost reduction and program improvement
    • Conducts payroll verification, review and submission to accounting for payroll processing. Manages labor hour distribution in accordance with contract requirements.
    • Determine staffing requirements, interview, hire and train new employees, or oversee those personnel processes
    • Develop or implement product-marketing strategies to ensure the growth of the division
    • Monitor contracts to ensure that they efficiently and effectively provide needed services while staying within budgetary and contractual limits
    • Implement or oversee environmental management or sustainability programs addressing issues such as recycling, conservation, or waste management
    • Directly responsible for compliance with OSHA, EPA & DOT standards, ensuring that all safety deficiencies at all contract sites are addressed in an appropriate time-frame
    • Oversee inventory of assets (equipment and vehicles) of the company
    • Builds and fosters positive business relationships with referral agencies, and contracting businesses.
    • Meets with staff on a regular basis to provide training and development, performance feedback, enforce policies and procedures, regulations and safety standards. Participates as an active member of the Safety Committee.
    • Ensures proper onboarding, orientation and training of staff.
    • Ability to interpret federal and state regulations concerning contract regulations and guidelines related to contract specifications, management and compliance.
    • Prepares progress reports and gives presentations to management and staff on accomplishments.
    • Acts as a liaison between departments and contract customer in case of disputes, clarifications and complaints. Recommends appropriate solutions in the event of unsatisfactory performance.
    • Manages and communicates effectively with persons with disabilities or barriers to employment as per the Mission of the organization.
    • Conducts pre/post and periodic evaluations of performance with each contract customer.
    • Prepare annual budgets and review monthly financial performance. Prepare analytics regarding monthly performance and make recommendations for improvements for review by COO
    • Oversee inventory and inventory control of janitorial supplies
    • Develops department priorities with an emphasis on creating training and employment opportunities for people facing barriers to employment
    • Ensure that all CARF and grant requirements are met that pertain to service delivery and documentation
    • Other duties assigned by the supervisor


    The Director of Contracts will be a proven leader with the following:

    • Bachelor's degree and 3 years of successful experience working in development, sales or other similar business sector or relevant combination or experience and education are required. Master’s degree in Public Relations, Business, Non-Profit Management or Marketing is a plus. 7 years of experience may be substitute for Bachelor’s Degree requirement.
    • Experience with Federal contracts, including experience with successfully managing AbilityOne programs
    • Demonstrated the effective solicitation and management of commercial contracts and business development
    • Experience executing and/or managing business portfolio of $3-5 million dollars or more annually
    • Proven experience in successfully identifying, soliciting and cultivating business relationships
    • Proven experience as facilities manager or relevant position
    • Excellent communication (written and verbal), interpersonal and presentation skills
    • Ability to work both independently through self-motivation in an unstructured position and with a team and stakeholders from many different areas
    • Versatility and the ability to manage several projects simultaneously
    • Excellent leadership traits; problem solving, coaching, decision making, customer service, collaboration and more
    • Microsoft Office and Windows proficiency
